Uruguay Cancels Cardama Shipyard OPV Contract Uruguayan President Yamandú Orsi announced on 23 Oct 2025 the termination of the EUR 84 million contract with Spain’s Cardama Shipyard for two Ocean Patrol Vessels at Vigo, citing years of delays, non-compliance and the shipyard’s “precarious financial situation.” Orsi alleged potential fraud and breaches of contract after finding the vessels only 15% complete and identifying invalid collaterals and a lack of technical capacity.
The government said it will execute the 5% performance guarantee of EUR 4.1 million and seek recovery of the approximately USD 30 million already paid. Two Navy officers have been dispatched to Spain to verify construction progress. An internal July report confirmed serious delays. The next step is administrative and criminal investigations and a new transparent tender process.
